28 May 2021: Today, it was announced that no agreement has been reached in the trilogue negotiations, which have instead been moved to June.
From the point of view of European Coordination Via Campesina (ECVC), once again this CAP reform is being pushed forward in spite of the fact that it does not adequately respond to the demands of society. This reform does not provide tangible solutions to the challenges facing farmers and the rural world, nor to the current social, environmental and climatic challenges, including those brought about by the COVID-19 pandemic.
We already understand that the next CAP reform will not meet the objectives of the Green Deal, the Biodiversity and Farm to Fork Strategies, nor the nine objectives of the CAP reform itself.
However, this prolongation of the negotiations is another opportunity to put pressure on the European institutions to include in the CAP reform:
- Instruments for a better distribution of aid and greater support for small farms and for sustainable production models;
- Improvement of the Common Market Organisation regulations, to ensure farmers have stability and fair prices;
- The inclusion of social conditionality;
We hope that co-legislators use this opportunity to make progress in these directions. In the meantime, the mobilisation of farmers continues to grow:
Yesterday in Paris, representatives of La Confédération Paysanne, member of the ECVC, protested against the first proposals for the French national strategic plan, to be implemented under the reform, which announced a CAP that will continue to destroy peasant farming.
On 14 and 15 June in Lisbon, during the Council of Agriculture Ministers, ECVC will support the mobilisation of CNA, its member organisation in Portugal, together with other ECVC organisations from Spain, namely COAG, SLG, EHNE Bizkaia and SOC-SAT. Several hundred farmers from the Iberian peninsula will mobilise in Lisbon.
For ECVC, these kinds of mobilisations are necessary to continue the struggle for a CAP that is fairer and better adapted to reality.
